You asked this qteusion a year ago, so I imagine it's too late to reply. However, I had the same qteusion, and I discovered that this is really easy to do. You don't really reduce the text length in the Featured section. What you do is put a short excerpt from that post into the Excerpt window below the post. Open the post to edit it in the WordPress Administration Panel. Underneath the main window where you see the text of your post, you'll see a smaller window labelled “Excerpt.” Whatever text you put into this window will be the text that shows up with the thumbnail in the “Featured” section. The text doesn't have to be from the post itself. You can write whatever you want here or just copy and paste something from the post itself.

I have typed in a cagrtoey description under Dashboard->Categories->Description and nothing shows up on the site. I have the proper categories set up in the index.php. The descriptions just don't show up.

This initiative by the UN should have taken place little earlier. People were struggling for a credible assessment report on fukushima tragedy.

The Japanese people are not happy.

Many realize a significant portion of Japanese soil is not suitable for habitation. Just last October a leaked Tepco documented indicated the total amount of plutonium and neptunium emitted from the plant. This stuff sticks around for millions of years…
